Wire loom, zip ties, motor harness sleeves; on an e-bike, most of the cuts you make are within a hand's-width of something that doesn't want to be cut. The 461/1VDEBI Diagonal Cutting Nippers are Unior's insulated answer to that geometry. This listing is the 160 mm size (code 610427): induction-hardened cutting edges on drop-forged, entirely hardened and tempered premium plus carbon steel. Official capacity is 1.6 mm high-tensile and 2.5 mm medium wire.
When you reach for these
Three jobs come up often enough on an e-bike bench to justify a dedicated pair: trimming zip ties off the harness without nicking the cable jacket beneath, opening shrink-wrap loom along the downtube run, and snipping the end of a tinned wire to reseat a connector. All three put the cutter within fingertip distance of conductors that may not be fully de-energized. The VDE insulation is the difference between “trim and continue” and “trim, then re-flow the connector after the spark.”
What VDE certification means
The 461/1VDEBI carries the VDE certification mark, which is VDE Marks Approval to DIN EN IEC 60900 (VDE 0682-201):2019-04 and EN IEC 60900:2018 (certificate 137709, type 461/1VDEBI-160). The handles are heavy-duty double-component insulation made to EN IEC 60900. Unior tests every tool at 10 kV; official FAQ allows live work only for professionals who follow safety rules and use additional PPE. It's the same approval mark European electrical trades look for on cutters they expect to use near a conductor that may not be fully de-energized.

Built in Zreče, Slovenia
Unior has been forging hand tools in Zreče since 1919, and sponsors professional road and mountain-bike race teams. The 461/1VDEBI's induction-hardened cutting edges and the VDE certification process both happen at the same Zreče factory floor that produces Unior's bench tools, hand tools, and torque wrenches; the insulated cycling tools are not a separate line built by an OEM. They're the workshop tool with the live-electrical certification added on top.
Pro tip from our mechanics
The cutter is one of four insulated tools that live permanently in our e-bike bay. The others are the small electrician's driver, the full-size flat-blade, and the full-size Phillips. We treat them as the default option for any cut or driver-turn where the battery hasn't been confirmed fully out of the circuit. FAQ
Is this the 140 mm or the 160 mm 461/1VDEBI? This page is the 160 mm size, Unior code 610427. Official dimensions: L 160 mm, B 22.5 mm, A 10 mm, C 22 mm, weight 214 g. The same article also exists as a 140 mm size (code 610426) on a separate listing; the two SKUs are not interchangeable.
Are the 461/1VDEBI cutters VDE-certified for live work? Yes. They are made to DIN EN IEC 60900 (VDE 0682-201):2019-04 and EN IEC 60900:2018. Unior's VDE marks-approval certificate (no. 137709) lists type 461/1VDEBI-160. Unior states the insulated tools are for live circuits up to a 1000-volt potential and that every tool gets a full 10 kV high-voltage test. Official FAQ: live work is only for professionals who follow safety rules and use additional PPE; VDE tools are not classified as PPE under EU rules.
What wire diameter can the 160 mm 610427 cut? Official cutting capacity for code 610427 is 1.6 mm on high-tensile wire and 2.5 mm on medium wire (10 N = 1 kg). The cutting edges are induction hardened. These are diagonal cutting nippers for wire, not cable-housing cutters.
Do these replace the Housing Cutters 584/4BI-US? No. 461/1VDEBI cuts wire and cable strands with a diagonal jaw. 584/4BI-US is the dedicated housing cutter. The official 461/1VDEBI spare-parts list is empty; Unior does not list a replacement spring or grip for this article.
